[coc-tf] Draft agenda for Friday's meeting

Dear TF,

I'd like to encourage everyone to think carefully about the wording in the
Behaviour section of the document ahead of Friday's meeting and leave
comments on areas that you think need clarification, discussion or
amendment.

If we can reach agreement on this section, we'll be in a good position to
publish a draft for community review during January.
