[coc-tf] Status update to RIPE List

Dear TF,

Mirjam suggested that we send a status update to the RIPE List. I
think this is a good idea as it is not always possible for everyone to
attend every session and it is better to over communicate than under
communicate.

I have drafted an update based on the slide deck we are developing. I
have shared it as a Google Document and would welcome your thoughts on
how to improve it.

I'd like to send the update to the RIPE List towards the start of next
week before people become fully engaged in the meeting.
