[coc-tf] Can non-members contact us through the mailing list?

Hi Leo,

Moderation is enabled, so emails from non-TF members won't come through 
without approval. When setting up the page, Mirjam told me to have the 
ML address there, but to keep it closed (with non-public archives) for now.
