[coc-tf] Proposed CoC TF meeting dates for 2021Q1

Dear TF,

I promised to propose a regular schedule for 2021. I have looked at
dates for the first quarter and tried to come up with a regular
cadence that does not conflict with other meetings I know about. If we
keep to Fridays, that would mean two meetings on Thursdays.

Friday, 8 January
Friday, 22 January
Friday, 5 February
Thursday, 18 February
Friday, 5 March
Thursday, 18 March

Does this schedule look reasonable?
