[coc-tf] Draft agenda for Thursday

Hi TF,

Just a quick reminder that on Thursday we should be deciding on whether we
need further changes to Document 1, or can publish it as a draft for
community review.

Depending on that decision we'll need to adjust the draft communication

share where we are. I might have missed key information from the initial
draft, so please feel free to comment on that or suggest changes.
