[bcop] BCOP Task Force RIPE 86 - Best Operational Practices to Survive Natural Disasters or War

I'll keep collecting data and then later we can work on the guidelines for
the BCOP. It's a lot of information and we need a concise way to catalog
it. With all the info we are collecting it's essential to find a succinct
method to organize and catalog it effectively.
