[Atlas-anchors-pilot] Provisional hardware specs for Atlas Anchors

You are both right. ;-)

Initially it will be a target and its main purpose is to be one.
Soon after we will add an probe (initiator) since that is very easy and yields a powerful probe
at little extra cost. 

Should there be reasons not to do that, lets hear them.
