What I like about *non*-mandatory contact info (no matter which technique)
is that it raises the odds that the named station is actually manned with
clueful persons.   Any mandatory contact all too often deteriorates into
a /dev/null (witness "postmaster@" for most any damn webservice domain).

Also, I'd be happy to bear the phone costs as a victim or observer if
the responsible person has had the curtesy to go public.

One question which I wasn't able to answer by reading RFC1183:

Is an RP entry for a domain name supposed to have coverage about
its sub-domain unless more specific entries exist?  In other words:
If foo.bar.example.com is source of some trouble but doesn't have an
RP RR, and neither does bar.example.com, would it be OK to contact
an RP for example.com?  (Same situation for in-addr, of course.)
