You might be interested to see what part of the Australian
industry is doing. They want people to comment.

I think it encourages users (and perhaps their ISPs) to
defend themselves against unwanted mail; the message is that
spam is something other people send, and it leaves all the
problems to the AU legislation, which you can find through
links at:
http://www.aca.gov.au/consumer_info/spam/
But someone more familiar with the AU scene may know better.
