We had a notification concerning an open relay from the FTC in May
2003.  A good deal of research revealed that the host concerned had
indeed been an open relay in May 2002, but had been secured at that
time and had not been the subject of further complaints since then.

If the data used by the FTC in their proposed new initiative is to
be of use, it will need to be a good deal more up to date than that.
