No, you do not need UCE: you need to build your web site correctly and you 
need to insert the really appropriate keywords in the popular search 
engines to enable potential customers to find the site easily.

You need to be easily identified by your potential customers.

This is the policy for example in Italy. UCE is NOT allowed in any form, 
and WEB and serch engin keywords are the answr to people objecting that 
they're looking for potential customers.
