Sorry - I didn't mean to give the impression I was blaming ISPs. They have
a hard enough time as it is - I'm just trying to explore some
possibilities where everyone can co-operate to help address the problem.

If this idea is bad, then fair enough, I'm just discussing this on this
discussion list :-)
