If a single spammer (for example), once in the year, sends 50.000 spams messages (with is a ridiculous number in a single campaign, and we know that there are thousands of them every year), the cost for all the *15.000+* LIRs abuse desks is already compensated vs the cost of the TWO-yearly validations. Note that the proposal is not telling that you must do a manual validation, only that even if you have your abuse-desk automated, you should make sure that after all the automation, if something can't be handled by the automated process, it should go to a human.
