So... I do not agree with you at all and I think that  the RIR
administrative authority may be confusing and difficult to comprehend
for non techs

Anyway, as I said I will now stop replying to 2019-03 as I have
already stated my position that it should move onward.

And, I thank everyone that helped me clearly understand and shape my opinion.
