[anti-abuse-wg] 2019-03 New Policy Proposal (BGP Hijacking is a RIPE Policy Violation)

Hi Sascha, All,

Just a small point, with 3 questions:

Was the italian ISP violating Italian law?
Was the italian ISP violating Dutch law?
Was the italian ISP violating RIPE policy?

The last one is really the easiest... and the answer is no, because there 
is/was no RIPE policy stating hijacking is a violation of policy.
