I don't believe that anyone is proposing that NCC should take control of anyone's routers... right? They just make entries, written with e-pencil, in the Big Black Book, and then sometimes, they use the correspsonding e-eraser to remove some of those same entries, again, all in accordance with and at the pleasure of the "Will Of The Community"... right?
