In this country, at least, nobody is "entitled" to an apartment, any more than anyone is entitled to their own block of IP addresses. These things are *not* sacred "rights" which devolve upon every citizen from the generosity of some unseen creator. They are rather commodities, acquired via non-governmental private trans- actions, and ones which must be either paid for or dispensed with, and to which certain reasonable restrictions on use may apply. >If there was only one provider of apartments in your region... Fortunately this hypothetical does not actually apply, either to apartments in my local community or to IP addresses on planet earth, and thus it does not seem worthy of further exploration.
