No. To be very clear, this is moving 2017-02 from Discussion Phase to the Review Phase, part of which is the NCC Impact Analysis, which the WG has effectively asked for. This does not prejudice any further discussion about the proposal. A declaration of the presence or lack of rough consensus comes at the end of the Review Phase. Brian Co-Chair, AA-WG
