[anti-abuse-wg] Why SPAM exists in 2017

I received this with a personal mail message, i find it interesting enough to
share with the list:

WRONG.  SPAM is illegal in sweden and EU.

ISP's is cooperating in this crime. They know the crime, they know how to prevent it
and they don't.
