Ronald, As usual your research is impressive and your body of work thorough. I do not have any information about Alexandru ("Andrei") Stanciu of Suceava, Romania, but; For this WG, I would like to point out (and underline) an extracted section of your nanog post. "means that although they can -route- that space, they can't get the authority to control the reverse DNS for this block delegated to them. In order to do that, they'd have to get permission to do reverse DNS for the block FROM THE REAL AND LEGITIMATE BLOCK OWNER" For Abuse purposes... Email Administrators should as a rule not relay/accept emails from IP numbers with no reverse...
