There are political considerations here. Generally the NCC, which is a
distinct legal entity, rather than the loose collection of souls that
make up the RIPE community, prefer that their employees to not directly
propose policies. Hence the suggestion that a community member do so.

I would argue the community does not favour spammers (although I know
there are others who would say otherwise). However there are many other
considerations that must be considered, which only come out during
debate and discussion around such policies. As Michele said, I was
trying to set expectations.
