[anti-abuse-wg] Appointment & Removal of Working Group Chairs

Quite. It is interesting to see just how many people just happen to drift
into the room for their first sig meeting, right in time for the vote of no
confidence..

Rough consensus gets quite easy to manufacture, when organized that way.
