This is, unfortunately, something where I have only very limited influence - our AS (5539) is mostly a leaf AS, so if I do not accept prefixes from this AS (which we indeed could and might do), the fraction of Internet users that will no longer see 201640 is very small. I'm certainly willing to help with the database issue that people can register "out of region" route: objects in the RIPE DB - which was, back in the day, fully intentional to be able to actually register a *legitimate* routing policy that involves customers that legitimately(!) hold out-of-region IP networks (e.g. due to international companies being active in multiple regions, or legacy networks that came from InterNIC). Now this is backfiring, and discussion (in the routing and database working group) has already started how to handle this without causing collateral damage.
