A charter is a contract. It should say what will be done and what won't be done. For group discussion contracts like this, also saying what is relevant or not is an extremely helpful management tool. If the group needs to talk about something that is out of scope, relative to the charter, it's unlikely that anyone will go to jail due to the violation.
