[anti-abuse-wg] New Abuse Information on RIPE NCC Website

Which isn't quite a shining example of fiduciary duty but well, if we are
to split hairs over an analogy rather than discuss what sort of fiduciary
duty ripe NCC has towards being a custodian of  v4 space ..
