Wearing my hat as an LIR-Manager, I'd object aainst any proposal to terminate the assignment window mechanism. Btw, on top of all the stuff that was said already about checking, there is also the formal LIR-Review Process, done by the NCC. This is not fun - well, it is "fun", if the LIR *has* its act together. I have been through that with our LIR a while ago (and quite easily got the approval stamp :-) ). The trigger for such a review is either the NCC "rolling the dice" or receiving complaints about the behaviour of a particular LIR! So, instead of proposing to make life more difficult, and thus more expensive, for the vast majority of well-behaving LIRs, I'd suggest to use the already existing processess and mechanisms to follow up on any (perceived) abuse.
