One should keep in mind what the AW does: it gives a LIR that wants to play by the rules(!) some room to handle "common day to day stuff" on their own, without having to spend some time talking to a NCC IPRA for every single customer assignment. A rogue LIR that does *not* want to "play by the rules" will not honour the AW either, and just use addresses as it wants. The difference becomes relevant when the RIPE NCC does an audit, or the LIR comes back for more space - then the NCC will check that all housekeeping has been done and that the AW rules have been followed.
