The RIPE NCC is a membership organization - the LIRs are the owners. Right now the membership process is really easy, but membership does not automatically get you an allocation. You still have to justify your first allocation, and then justify the assignments within your allocation when you want to use the space. I don't represent an LIR, so it feels a bit weird to recommend changes to the process. If it is too easy, some things can be done. Perhaps some sort of process where you need to be introduced by another LIR before you can join? It would be a low hurdle, but it might be something. -- Shane
