As far as I can tell, the desire is to make it against the policies to
send spam from RIPE NCC address space. I find it incredibly frustrating
that nobody will actually just say that. :)

I think it will be very, very difficult to create such a policy. But I
am certainly willing to help anyone willing to make an attempt. What I
have not seen is any attempt, but rather complaints because it has not
been done.

If I'm missing the point and there is actually something else going on,
please someone clue me in!

If I am not missing the point, and the actual request is for an
anti-spam policy, then someone please propose something!
