I would also describe your usage as bulk access. Can you not apply for such 
access? I have, and the RIPE NCC was most helpful.

Directive 95/46/EC defines 'personal data' as 'any information relating to 
an identified or identifiable natural person ("data subject"); an 
identifiable person is one who can be identified, directly or indirectly, in 
particular by reference to an identification number or to one or more 
factors specific to his physical, physiological, mental, economic, cultural 
or social identity'.

In other words, my email address in the RIPE database is personal data 
because it relates to a natural person, even though it is being published 
for business purposes.
