First of all, I don't think that a mailing list is a feasible solution for
votings. Such things should be done on services like doodle.com.

Second: Your vote topic is also not feasable because it does only hit the
innocent.

You would block RIPE region users using freemailers like gmail.com and hotmail.com and you would allow non-RIPE region users using freemailers like web.de and freenet.de

So: far from "proofed easily".
