The OPTA[1], regulator of electronic communications in The Netherlands, has a website[2] where Dutch private persons can complain about spam received from Dutch sources. Quickly looking back, I see that in the past they have fined an organisation for 510.000 euro [3] and another ruling was confirmed by a court, for a 75.000 euro fine[4]. I can't find an English reference to that though.
