This is one of the reasons I got out of abuse-fighting: the upper levels of Internet governance (RIRs, domain registrars, and IANA/ICANN) are exercising authority without accepting the responsibility that goes with it. You're not likely to get anywhere. No such system is sustainable, of course, but the net is robust enough that it's taking quite a while for the abuses to grow to the point where the system collapses from them. (It's coming, though.
