I totally agree with Remco except this point. I know a large european<br>
telco that already has bought ~ 2 million IPs so they would be able to<br>
justify the need for a very large chunk. And, besides that the<br>
"justified need" was never something objective, it was easy to<br>
manipulate. We should just say goodbye to needs period and stick with<br>
one bread each so there's enough for everyone.<br>
