Misuse of some address space assignment is question of assignment<br />
audit in general, I think. Transfer in general points attention to<br />
particular LIR/address space during administrative procedure.<br />
<br />
And as was mentioned by Gert, in APWG we basicaly haven't any reason<br />
to care about NCC charging scheme, this is discussion for another<br />
mailing list.<br />
