This was on hold due to various reasons, and is now being restarted, with<br>
new policy text and as a "fully new proposal", likely to end up as 2014-05.<br>

We discussed this at the APWG meeting in Warsaw last Wednesday, and the<br>
new formal proposal will hit the list "soon".<br>
