I'd prefer a firm rejection of any policy designed enable a marketplace<br>
for integers. That should at least discourage some of the worst<br>
speculators and eliminate the financial motive for any organisation to<br>
hang on to blocks they don't need and return them to the common pool.</blockquote><div> </div></div><p>You are deliberately forestalling the possibility of new entrants getting any IPv4 after exhaustion, never mind existing operators for whom IPv4 pays employees' salaries. Is this the right tradeoff for the industry?<br>
