[address-policy-wg] 2023-01 New Policy Proposal (Reducing IXP IPv4 assignment default size to a /26)

AS196610 is happy to take peers at any exchange I am present to try this out. 

I already have it working on two private connections. 
It works, it just can be awkward to configure (on my side, its just a tag in peering manager to set it up)

I also have a slide deck ready to explain it. Video will be next. Get Popcorn.
