[address-policy-wg] country code in ORGANISATION object

"legal country" in the sense of "this is the country where the legal
address of the organization in question is" - while "country" in the
inetnum object could be "the country where the (largest part of) the
network is" or "where it should be found for geolocation purposes"
or whatever people put in there...
