As laid out, I think this proposal makes sense, and is also presented
in due time before it strictly becomes necessary. That's good.

An IPv4 allocation of this size (and even less, 32 addresses, but,
graaahgh, routing) makes sense to ensure that there can be new
entrants for a long time to come, and doesn't seem overly burdensome
for new entrants.
