True. Without the current policy that started with 185/8 the NCC would have run out somewhere between December 2012 and January 2013 (based on an allocation rate of ±3.5 /8s per year, which was the rate at the time). Everybody who got any address space from the NCC after September 2012 should be happy that their predecessors took their needs into account ;)
