Decisions are based on consensus, not on number of "votes". To help a policy proposal forward the objections to the proposal have to be addressed. At this point in time we have many people saying that they like 2015-05, but also many people objecting to i.e. not leaving enough space for newcomers in the years to come. Extra people saying +1 or -1 is not helping us forward now, this working group needs to discuss to see if there is a way to remove the raised objections.
