Work with your regulator to *make* it possible - like the rest of the 
world has.  It might take a while, but "not doing anything and complaining
that IPv4 has run out" is not the right approach.

(You *should* have started to work with your regulator 10+ years ago, it's
not like this is coming as a surprise)
