Yes, in theory the LIR could withdraw these PIs, but certainly will run into trouble and get complaints doing so. If such a PI is returned to the LIR, the LIR could re-assign them to other end-users. Or create new PIs even RIPE itself does not longer issue PIs (as Gert wrote "but was always outside RIPE policies", but IMHO also not explicitly prohibited).
