It changes nothing: the supply of previously unused address blocks is running out, and the only issue with allocation of the remainder is how to allocate them rather than the uncomfortable reality that they will soon disappear completely and we will have no options for internet connectivity other than ipv6 and the ipv4 address market. Regarding the current allocation policies, you still have not addressed the query that several people have raised about why it is better to shut off opportunities for future internet service market entrants than it is to make things marginally easier for a small segment of the existing market for a short period of time, other than "but it hurts".
