I had to look it up in the Apricot APNIC archive of 2015, but the actual bit that I am referring to is the following : http://youtu.be/2iKK_8iJU6E where Andrea Chima from RIPE NCC is explaining the inter-RIR transfer policy on stage ( around 1:17 ) ... And Paul Wilson from APNIC is starting at 1:24 upto 1:35 at the mic on the topic.
