I don't disagree with this, nor >with the genericisation of this transfer restriction. I do (disagree). IMO this should be a separate policy change, not something to be hidden in a huge re-work. Generally I would prefer if this re-work would only aggregate the transfer policies and any material changes, in particular, restrictions, would be left to later proposals. It will also speed the approval of the proposal if there were no potentially contentious changes. As it stands I'll have to, provisionally, declare opposition to this proposal pending a more careful re-read to find any other little landmines that may be hidden in there. rgds, Sascha Luck
