I know a large european telco that already has bought ~ 2 million IPs so they would be able to justify the need for a very large chunk. And, besides that the "justified need" was never something objective, it was easy to manipulate. We should just say goodbye to needs period and stick with one bread each so there's enough for everyone. Ciprian
