Wholeheartedly agree. If the policy is to satisfy the justified needs of a greater proportion of community then a greater a proportion of the community needs to be involved with its development. And yes, we (UK MOD) are as guilty as anyone for not having done this for far too long in my personal opinion. Regards, Mathew
