While the process was somewhat tedious and while we had to revisit several documents due to arbitrary bureaucracy, it would have been trivial to do the same in a malicious way. And if you don't believe me that RichiH-a didn't properly take over RichiH-b, I am sure their customer RichiH-c would be happy to provide a letter stating how desperately they need exactly _that_ IP space. I honestly don't know what we could do to improve the situation, but ru.ibulavkin* seems to be _clearly_ abusing the system. The sad part is, I am only surprised by the fact that it took so long.
